World Corporate Golf Challenge begins on December 29 at the Kodaikanal Golf Club

Chennai: The Take Solutions World Corporate Golf Challenge begins on December 29 at the Kodaikanal Golf Club with a two-day regional round.

Apart from Kodaikanal, other regional rounds will take place at Lonavala (January 23-24), Bengaluru (February 26-27) and Noida (March 5-6).

The India final will be held at Hyderabad’s Boulder Hills course on March 20 and 21 and the world final from May 3-8 in Cape Town, South Africa. — Sports Reporter

A study, commissioned by the WASH Institute, reviews water and sanitation capacity building initiatives and requirements in India. It is based on desk research, interviews with national-level stakeholders and interviews with stakeholders in the four states of Assam, Rajasthan, Maharashtra and West Bengal.

The study analyzes the quality of trained manpower available and manpower-related issues faced by stakeholders involved in implementing water and sanitation programmes. It identifies the factors attributing to the shortage of human resources in the sector needed to achieve the Millennium Development Goals for water and sanitation.

The WASH Institute is an initiative supported by a consortium of water sector organisations in India, UK, Netherlands (including the IRC International Water and Sanitation Centre), Sweden and USA. In May 2008 a secretariat was established in Kodaikanal, Tamil Nadu, with support from WaterAid India and Plan International (India). In June 2008 the institute officially registered as a trust.

In 2008-2009 the WASH Institute conducted five on-site training courses and provided technical assistance to four ecosan projects.

Approval of 66 buildings cancelled for violating rules in Kodaikanal

Kodaikanal: The local body officials here have cancelled approval of 66 buildings, which were under construction, for violating the plan approved by the authorities.

The inspection of buildings were carried out following reports that land slips and building collapse could occur in this hill station if building rules were not strictly implemented, official sources said here.

The officials ordered that the construction works of the buildings be stopped immediately.

A four member team of building inspectors from various municipalities were assessing 1533 buildings in connection with cases filed against them for building plan violations.

Kodaikanal municipal commissioner Vijayakumar said no building activity would be permitted without proper approval from authorities and construction materials of those violators would be seized.

Permission would be given only to construct ground floor and first floor, he said.

கடந்த மாதம் பெய்த கனமழையால், ஊட்டியில் நிலச்சரிவு ஏற்பட்டது. இதில் சிக்கி ஏராளமானோர் இறந்தனர். மலைப்பகுதியில் விதிகளை மீறி கட்டப்பட்ட கட்டிடங்களால்தான் பலர் உயிரிழந்ததாக கூறப்படுகிறது.

இந்நிலையில், மாஸ்டர் பிளான் அமலில் உள்ள கொடைக்கானல் மலைப்பகுதியில் விதிமீறி கட்டப்பட்டுள்ள கட்டிடங்கள் குறித்து, நகராட்சி கமிஷனர் விஜயகுமார் தலைமையில் அதிகாரிகள் ஆய்வு செய்தனர். தற்போது, கொடைக்கானலில் நகராட்சி அனுமதியுடன் கட்டப்பட்டு வரும் கட்டிடங்களை அதிகாரிகள் ஆய்வு செய்தனர். அப்போது, 66 கட்டிடங்கள் விதிகளை மீறி கட்டப்படுவது கண்டுபிடிக்கப்பட்டன. அதனால், இவற்றுக்கான அனுமதியை ரத்து செய்து நகராட்சி கமிஷனர் உத்தரவிட்டார். இதனால் கட்டிடப் பணிகள் பாதியிலேயே நிறுத்தப்பட்டன.

விதிமீறல்களை கண்காணிக்க தேனி, சின்னமனூர், பழநி, காரைக்குடி பகுதிகளை சேர்ந்த நகராட்சி கட்டுமான ஆய்வாளர்கள் கொண்ட குழு அமைக்கப்பட்டுள்ளது. இக்குழுவினர் நாள்தோறும் 50 கட்டிடங்களை பார்வையிட்டு, விதிமீறல் விவரங்களை சேகரித்து வருகின்றனர்.

இதுகுறித்து நகராட்சி கமிஷனர் விஜயகுமார் கூறுகையில், “கொடைக்கானலில் அனுமதி பெறாமல் யாரும் கட்டிடம் கட்டக் கூடாது. மீறினால் பொருட்கள் பறிமுதல் செய்யப்படும். நகராட்சி அனுமதியும், தரை தளம் ஒரு மாடி மட்டும் கட்ட வேண்டும். மீறி கட்டப்பட்ட கட்டிடங்கள் இடிக்கப்பட்டு, அதற்கான செலவும் உரிமையாளர்களிடம் வசூலிக்கப்படும். தற்போது விதிமீறிய 66 கட்டிடங்களின் அனுமதி ரத்து செய்யப்பட்டுள்ளது ’’ என்றார்.

குமுளி அருகேயுள்ள வாகைமண் பகுதிக்கு சுற்றுலாப் பயணிகள் அதிக எண்ணிக்கையில் வந்து செல்கின்றனர். இதையடுத்து வாகைமண் பகுதியில் அடிப்படை வசதிகளை மேம்படுத்த கேரள சுற்றுலாக் கழகம் சார்பில் ரூ.1.19 கோடி ஒதுக்கப்பட்டுள்ளது.

கேரளா மாநிலம், தமிழக எல்லைப்பகுதியான குமுளிக்கு அருகே வாகைமண் உள்ளது. தென்னிந்தியாவில் உள்ள உயரமான மலைப்பகுதிகளில் இதுவும் ஒன்று. மேலும் ஆசியாவில் அதிகமாக காற்று வீசும் பகுதிகளில் ஒன்றாகவும் உள்ளது. இங்கு முட்டைக்குன்று, புல்மேடு, நீர்த்தேக்கங்கள், தற்கொலை விளிம்பு மற்றும் சிலுவை வடிவில் உள்ள மலைகள் உள்ளன. எப்போதும் பச்சைப்பேசலென காட்சியளிக்கும் இப்பகுதிக்கு தினமும் ஆயிரக்கணக்கான சுற்றுலாப் பயணிகள் வந்து செல்கின்றனர்.

ஆனால், இங்கு அடிப்படை வசதிகள் எதுவும் இல்லை. இதனால், சுற்றுலாப் பயணிகள் இயற்கை எழிலை ரசித்துவிட்டு உடனே திரும்ப வேண்டியுள்ளது. தேக்கடியில் படகு விபத்து ஏற்பட்டதையடுத்து அங்கு படகு சவாரி நிறுத்தப்பட்டுள்ளது. இதனால் தேக்கடிக்கு சுற்றுலாப் பயணிகளின் வருகை குறைந்து வருகிறது. இதையடுத்து, வாகைமண் பகுதிக்கு வரும் சுற்றுலாப் பயணிகளின் எண்ணிக்கையை அதிகரிக்கும் நோக்கில் தற்போது அந்த பகுதியில் அடிப்படை வசதிகளை மேம்படுத்த கேரள சுற்றுலா வளர்ச்சிக்கழகம் ரூ.1.19 கோடி ஒதுக்கீடு செய்துள்ளது. வணிகவளாகம், தங்கும் விடுதி, தகவல் தொடர்பு மையம், ஆங்காங்கே குடிநீர் மற்றும் பொதுக்கழிப்பறை வசதிகளும், நான்கு பகுதிகளில் சுற்றுலாப் பயணிகள் தங்கி இயற்கை அழகை ரசிக்கும் வகையில் காட்டேஜ்கள் அமைக்கவும் முடிவு செய்யப்பட்டுள்ளது.

தற்போது தேக்கடியில் படகு சவாரி இல்லாததால் அங்கு வரும் சுற்றுலாப் பயணிகள் குமுளி அருகேயுள்ள ராமக்கல் மெட்டு, செல்லாறு கோவில், வாகைமண் ஆகிய பகுதிகளுக்கு அதிக அளவில் வந்து செல்கின்றனர். மேலும், சபரிமலை சீசன் என்பதால் கோயிலுக்குச் சென்று திரும்பும் பக்தர்கள் தேக்கடிக்குப் பதிலாக இப்பகுதிக்குச் சென்று இயற்கை அழகை ரசிக்கின்றனர்.

வாகை மண் பகுதி மிக உயரம் என்பதாலும், பாராகிளைடிங் செய்ய ஏற்ற இடம் என்பதாலும் கடந்த 3 ஆண்டுகளாக பாரா கிளைடிங் போட்டியும் நடத்தப்பட்டு வருகிறது. கடந்த செப்டம்பர் மாதம் நடந்த பாராகிளைடிங் போட்டியில் வெளிநாட்டைச் சேர்ந்தவர்கள் மட்டுமின்றி இந்திய விமானப்படை வீரர்களும் கலந்துகொண்டனர். நேபாளம், ரஷ்யா சுவிட்சர்லாந்து. இத்தாலி, பிரான்ஸ், ஜெர்மன், ஹங்கேரி, பிரேசில், தாய்லாந்து உள்பட 10 நாடுகளைச் சேர்ந்த 6 பெண்கள் உட்பட 71 பேர் பாராகிளைடிங் போட்டியில் பங்கேற்றனர்.

ஆனால் இங்கு கடந்த 2 நாட்களாக கடும் உறை பனி நிலவுகிறது. வழக்கமாக டிசம்பர் மாதம் இறுதியில் பனிக்காலம் தொடங்கும் ஆனால் இந்த ஆண்டு முன் கூட்டியே வழக்கத்தைவிட அதிகமான மழை பொழிந்தது. எனவே இந்த ஆண்டு முன்கூட்டியே குளிர்காலம் தொடங்கி விட்டது.

இன்று அதிகாலை “5” டிகிரிக்கும் குறைவாக கடும் உறை பனி நீடித்தது. இதனால் சுற்றுலா பயணிகளும், பொதுமக்களும் கடுமையாக பாதிக்கப்பட்டு உள்ளனர். பகலில் கடும் வெயில் அடிக் கிறது. மாலை 5 மணிக்கு எல்லாம் கடும் குளிர் நிலவுவதால் சாலைகளில் பொதுமக்களின் நடமாட்டம் குறைந்து உள்ளது. அதிகாலை வாக்கிங் செல்பவர்கள் கடுமையாக பாதிக்கப்பட்டு உள்ளனர்.

இந்த உறை பனியால் பூண்டு, காரட், உருளை கிழங்கு மற்றும் மலைக்காய்கறிகள் கருகும் நிலை உள்ளது. பிரையண்ட் பூங்காவிலும் மலர் கண்காட்சிக்காக நடவு செய்யும் பணிகள் மேற் கொள்ளப்படுகிறது. பனி தாக்கம் ஏற்படா வகையில் பாலிதீன் பைகளால் மூடி பாதுகாக்கும் நடவடிக்கையில் தோட்டக்கலைத்துறை அதிகாரிகள் ஈடுபட்டு உள்ளனர்.
